Token Tooltip Not Displaying

Just discovered a use for the tooltip field on a token. Set up a test token and saved it as the new default. But when I dragged it back out the tooltip was still there, but it's display settings had reset. Is this a bug? Or an intended feature? If it's a feature, can visibility to all/GMs be saved with the tooltip as part of the default token and I'm just missing something?

It’s always been like that. The work-around is to edit the token in the journal, check the show boxes, save the token, save the journal. Then your tokens will drag & drop with tooltip showing. You have to redo it every time you update the token.
