Traveller NPCs MIA?

TL:DR - Is there a Traveller Product on Demiplane or Roll20 with Generic NPC Stat Blocks assigned to tokens? Full Text: Can anyone guide me to the product that include NPC stat blocks for populating the galaxy? Either here or on Roll20?  There are none in the Core Rulebook or the Traveller Companion.  The Roll20 Compendium has none. The Starter Pack adventures have 2 pregenerated characters and several animals, plus the NPCs that relate to the adventure, but nothing generic.   I can therefore draw the conclusion that purchasing adventures will start to populate the galaxy.   The CRB and TC DO come with Tokens on Roll20 that are not connected to anything.  I would love to purchase the product that will give me generic NPC Character Sheets attached to Tokens. FTM, AI is my friend to generate a generic stat block and plug it into the Mongoose Character Sheet on Roll20 then assign it a token from the CRB or TC or create a token on my own.

I referee Traveller, and have bought a bunch of content digitally on Roll20, several of which include NPCs (although Traveller does not call them that).  As far as I can tell, the only NPCs provided are those in games purchased. I don't recall seeing any defined in any of the rulebooks, but I might have missed them.   There are a couple of free adventures provided, which do define "NPCs" in them.  If you look at Rules / Bookindex / Adventures (in the handout that opens) there's a list of the ones for those adventure on pages in each adventure, although they don't seem to be dropable in game (I think they used to be, but maybe you have to create a game linked to that adventure).   Stranglely, if I search the name of the Patron for that adventure (Dalglee) I get a separate entry for him (still not something I can turn into a token on the map) but it shows as coming from the Core Rules book I bought, not the free advanture.  And if I do a similar search from my test account, which doesn't have access to the purchased core rules, it does not find the compendium entry for him (you can still get to the page that lists all 5 NPCs via the link mentioned above). In short, Traveller doesn't seem to really do pre-gen NPCs in any significant amount. Edit: Note: I don't use demiplane, so I don't know if it has anything that might provide some. Edit2: I can confirm that at leat one purchased adventure (Cluster Truck) does come with 15 pre-made characters linked to the tokens associated with that set (including a few generics, like "Drunks"), if you create a game using that adventure. But no droppable compendium versions, just some character sheets in the Journal.

I should mention: they're not NPCs, but Traveller does have drag-and-drop robots in the compendium.  Most come with the Robot Handbook, but a few adventures have one or two.  None in the free rules.

I found this the other day in the Core Rules.  Not really a "comfort" but maybe an explanation for the lack of generic stat blocks.   OTHER CHARACTERS During the course of the Travellers’ adventures, the referee will play a huge variety of characters – starport staff and guards, traders, Imperial bureaucrats and nobles, dangerous criminals, archaeologists and Fight or Flight Animal Type Herbivore Filter Flee 5 Attack scientists, naval officers, alien diplomats, untrustworthy brokers, primitive tribesmen, deranged artificial intelligences, alien hive-minds and whoever else the Travellers encounter. Most of these characters will appear only for a single scene, so there is no need to lavish detail on a trader or guard. Just come up with a personality trait or two and a name, and jot them down. If a character is to appear multiple times in the campaign, then the referee should determine characteristics, skills and a fuller personality. While the focus of the game is always on the Travellers, important characters do not exist solely to serve as allies or antagonists. They have their own agendas and desires and will pursue their own goals. Sometimes, their schemes might just enmesh the Travellers! For example, Erik has a Contact named Tarel Paragi, an Imperial diplomat. Erik can call on Paragi when dealing with Imperial bureaucracies. What Erik does not know is that Tarel is secretly a Zhodani spy and that every favour that Erik asks of his friend is putting him deeper in debt to a foreign power.  I'm tempted to grab my old 1001 Characters book that I bought way back in the 80s and make some tokens for my games.  I guess Traveller isn't Open License (I think I read that somewhere), so being a "Traveller Content Creator" isn't really an option without permission from Mongoose.
I am by no means an expert (I don't publish anything), but Mongoose (the current Traveller rights-holder), per the licensing page on their site , has has a program through DrivethruRPG for third-party commercial publishing, and allows some non-commercial publishing under the terms of their Fair Use license.  However, I beleive you are correct that there is no open game license equivalent (although I've seen online references to an SRD from them, other than their Fair Use License, which is explicitly non-commercial, I can't find anything like that on their website).  You'd probably be best off asking Mongoose, or inquiring on their forums, if you are interested in publishing material.
