Those layouts look great, don't they? It's not made with Skype or Hangouts (though they might be using that ALSO). Those kinds of broadcasting layout templates are usually set-up within the broadcasting/streaming/screen-capture software, like Xsplit or OBS. You actually create the template/borders in a graphics program (like say Photoshop or GIMP), then use the broadcast software (like Xsplit or OBS) to screen-capture parts of your browser screen and to place those parts in various sections of the background you've made. The Roll20 wiki has a guide for using Xsplit to broadcast/record , but it doesn't really go into detail on setting up those layouts. If you register on Twitch and start watching some of the channels that broadcast Roll20 and D&D on there , you can ask some of the Twitch broadcasters for tips on how they did it.
