Moving tokens between layers within the same layer?

When I add a piece such as a section of ground after a piece such as a tent, the tent gets trapped below the ground. Most of the time, copy-pasting works to fix the level the tent is on, but occasionally I'm just stuck with a half-buried tent.
Am I missing a way to move the tokens above and below each other, or is that just not a feature yet?

It's not working for me! Any ideas why?
Also what if you have three different things there? Say, the ground, a tent, and a tree arching over the tent. If you put the tent, then the tree, then the ground, then move the ground to the back you'd be fine. But when if you put, say, the tree, then the tent, then the ground. Moving the ground to the back still leaves the tent on top of the tree. Then moving the tent to the back puts the ground over the tent.

Edit: and also, when I made a player account and joined the game, the player account sees a ground piece on top of several of my trees that looks perfectly fine in GM view. Also, several of those trees should be hidden. Attached are both views.
