Making a gang/army in dnd 4e

working on a campign where the pcs are attempting to rebuild a gang and i was wondering how to handle the members for operations the gangs would get into . Should it be automatic with the pcs paying for it and it just happems or mak the npcs have there own personaility and give the pcs missions and so on to keep them working for the players. Sorry if this doesn't make sense just wondering how others have handeled this before.

I generally use a mixture of, pardon the expression, Mooks & Kooks. If there are 10 people in a group 5 or 6 of them will be tokens with a name and basic stats(mooks), two or three will have some information, "Speaks with stutter, stabbed the last guy who made fun of it" (minor kooks) and two or three will have Char. Sheets and more or less full personalities(Kooks). It is helpful to assign a character from a book, movie or TV show's personality to the lessor Kooks, for consistent interaction and saving time.
