Ability to LOCK images

I have had many instances where I have label and or reminders on the GM layer as well as creatures staged at random and when I select the creatures and move to token layer I accidently bring in the GM's eyes only objects as well. Another reason I think this is necessary is that when i am working on the map layer and adding objects. The base map (background) gets moved and I have to readjust constantly.
