The answer is basically "No". First of all Soundcloud doesn't have Private sounds (EDIT:Just noticed Soundcloud talking about how they have Private sounds now, new feature) & also doesn't permit uploading someone else's copyrighted song (even if you purchased your own copy of the song). Soundcloud is heavily oriented towards sharing sounds with the public. The [main] only thing a Soundcloud user has an option to block is external playbacks (outside of Soundcloud), even then your sounds are still playable on Soundcloud.com website on your profile. So there is no Privacy mode on that site. You can make a Personal soundcloud account, if that's what you mean. It's free. Then you can upload sounds that fit within Soundcloud's terms of use (meaning any sounds that you have full permission or ownership). If you wish to upload sounds to your personal soundcloud account, and use those sounds in Roll20, it is possible. Best practices hint is put a word in the Title on Soundcloud, that you can find again by Search in the Roll20 Jukebox. Example: Title the Track "Roll20 Delvin sound number 123456" and you would be able to find the sound easily in Jukebox. While we don't have a way to "Link" a soundcloud account in Roll20, this hint is the best way to upload on SoundCloud and find your sound by-title in Jukebox.
