where to find info on powercards

ok, so i just looked into a possible game to play and they mention powercards.. however i seem to be unable to find details on the programming of powercards.. can someone provide a valid link. the wiki one has been deleted.. Cheers. Ps (i am a programmer)

(Most subscriber benefits are based on who created the game, not who's in the game.)
