Steps to reproduce: Open a character window, popped out. The character should have multiple abilities so that you have something to reorder. Navigate to ability tab. Click and drag the reordering button next to an ability. The reordering button doesn't seem to work at all when in a popout. I'm on latest Chrome on Linux. Thanks!
