Who knows a great deal about the military and Fallout?

I'm making a Fallout adventure, focusing largely on pre-Fallout 2 NCR soldiers. I'd like to make a motivating speech as the description, but I have no idea what to put. At this point in the timeline, the NCR is in a war against Raiders in general, and the Great Khans specifically.
