RPGmapshare hosts a very impressive street level pdf map of Waterdeep  here I am not exactly sure of the best way for you to import such a highly detailed pdf into Roll20 except by doing a small section at a time, by taking a snapshot of a section and converting it to jpeg format than uploading and aligning that piece with the others.
