Chromebook Audio is replaying.

When my friend is in our game his voice replays a few seconds later after he talks. Also when he tries to connect a mic or headphones to his Chromebook it makes a high pitched squealing sound. Is your friend having this issue when launching through Google Hangouts / 3rd party conferencing software like Skype? Or, is this a TokBox only issue?
This is purely through the roll20 chat system. I believe that would be TokBox. He also ran the TokBox diagnostics error thingy. He tested this through skype and he didn't have an issue.

Unfortunately we don't have much control over the integrated Audio/Video as Tokbox is a 3rd party software we license. My guess is that his audio is coming back through his mic, either because he's playing it through speakers or something isn't right with his playback device picking up his own audio. I'd recommend tinkering with the playback settings and/or drivers if his device has them. If that doesn't solve the issue, changing to use Google Hangouts or Skype.

I'll just add on a little to what Steve said, same point, different words. The "high pitched squealing sound" usually can be called feedback. Audio feedback is caused when the Microphone can pick up the Speakers. The main way feedback happens is audible in the air. Solution steps for feedback are: Turn down your Mic sensitivity (using your computer OS audio recording settings), or Turn down the volume on speakers/headphones, or move speakers/headphones more distant from the mic & not pointed towards the mic.
