GM question

So this might be a silly question, who describes the PC actions? I just bought the D&D starter set as way to connect with my son, we gave it a go last night, I'm encouraging him to describe his characters fight actions and so on, so he has more ownership of his story, but is that the "right" way? Should he roll and I as GM describe the near blinding brilliance of his goblin smashing magic missiles or should it be all him?
