Had an idea for a campaign but am currently stumped on how to make it work anyone have any ideas?

Ok, so I thought of this a few days ago and ran it by one of my PCs in a 5e game that I run and he seemed up for it so I want to do this. The idea was a Magic only campaign in a school setting, think Harry Potter or any magic highschool anime. The one problem that I am currently running into is I don't know what to play it on, 5e? 3.5? I'm not to sure. The general plan that I had was that the PCs would all end up at this school of Magic (Name Pending) in their first year, the story would be mostly RP driven with sprinkles of combat here and there while in other situations they have to use their magic to solve any challenge that they run into. But again the big problem what module would be the best for this. Thanks for reading any ideas or helpful advice would be very appreciated. Edit: Also just saying HEAVY homebrew is out since I have very little idea on how to balance things quickly and properly so if I was going to do some homebrew it would be minor things that are easily fixed/balanced.
