BLACKBEARD board game simulation. Flip Cards vs. Dice...

I'm new here, so forgive me if this topic has been covered. If so, please point me in the right direction. So, I absolutely LOVE the board game BLACKBEARD (1991), it's a very simple game, yet instead of D20's and such, it has a stack of 100 cards that you flip to resolve open sea encounters, booty taken from ships, what your wounds are if you take one, and so on. Many things are decided by the flip cards. In this game you play a Pirate. There is a small stack of Pirate cards that have various statistics based on the Pirate you choose randomly. win conditions are thus: Game ends when a player has 3 Pirates killed. OR, when a player buries X amount of Treasure and retires, OR, when a Pirate (1 of the 3 possible for any player) gains 100 Notoriety.  Sometimes notoriety is easier to come by than booty/treasure to bury.  Ports are labeled with a strength which pertains to the number of dice the port rolls, and it's base number added to the die/dice roll vs. the player's base attack and die/dice roll. The wound and booty from said attack is based on the Flip Card which is turned over at the end of a battle after the dice have been rolled...  It sounds complicated, but it's actually very simple.  The rules are easy to follow as well. Dice are involved in rolling to see if you inflict damage, (not so much How Much damage, but if you deal damage at all) Certain things are based on 1d6 rolls, and some are 2d6 rolls. Example: Say you want to "search" the open sea for a ship, you would flip a card from the stack. Some cards have "A ship is sighted", and some cards say " No sighting".  On your next turn (also decided by the flip of the cards) you can decide to attack said ship. When you attack said ship, this is when the dice come in. you would roll either 1d6, or 2d6, depending on the situation.  If you roll a certain number your captain/Pirate dude guy could get a wound.  You roll for the wound, then flip a card to see if it's fatal or superficial. ((All of this info is on the cards, there are multiple informations on each card))  OR, depending on a 1d6 roll you could capture a prisoner. IF you should take a prisoner, you can then roll another 1d6 to torture him, to see if he has information on a port. Info. on a port makes it easier to sack.  My question is, is there, within the program, a way to use or have these Flip Cards?  If not, could they be invented and implemented into the app/program? If this were possible, I would host BLACKBEARD games online ALL the time. I think once people see how awesome of a game it is, they would play it often. Thanks!
You can fairly easily create a deck of cards, which can be dealt or drawn from at any time by any player, shuffled, a discard pile, etc. etc. The only problem you might have is creating the cards' contents; you'd need to provide an image file for each card containing the information on the card. For example, scanning in each card then creating a virtual card with that image on it. Time consuming, perhaps, but certainly possible. And if you do this, lemme know, I wanna play a game!
If you watch the tutorial that was given to us by roll20 them selves it walks through the process actually
