Dragged Buttons to Macro Quick Bar not saving

The feature of dragging buttons to the macro quick bar doesn't always save them, and there doesn't appear to be a way to ensure that it does so. Given the occasionally slow responsiveness of the character sheet, not being able to quickly access attacks/spells/initiative reduces efficiency and slows down gameplay. Is there a workaround or a fix for this?
Workaround: find the name of the Ability macro corresponding to the relevant sheet buttons (which should become apparent when a button is dragged to the Macro Quick Bar). Save %{selected| name } or ?{target| name } or %{Character Name| name } as a new macro and set it to appear in the Macro Quick Bar.
All my players experience the same thing. As a workaround, Every time you enter the game, under settings, uncheck then check one of your Marcos "In Bar" box; the macros you dragged will re-appear. If you don't have any macros ... just add one ...  you can create a macro under settings (+Add), it can be empty and do nothing, you just need at least one to get the "dragged" ones to appear.

Do any of you have a reproducible example of this happening? A test case would help me tremendously in figuring out why they sometimes don't load in correctly.
Sure ... First, make sure you already have at least one macro created under settings (not dragged) and have "In Bar" checked. Then from character sheet (I'm using 5e non-shaped) drag a button down to the quick bar. Exit Game. When you re-enter the game, the "Settings" macros are visible but not the dragged button. Un-check "In Bar" for one of your settings macros, your dragged button appears. You can then re-check the macro, all will be visible.

Alright, I'll send you a whisper with my game join, or do step 4 or whatever when I can tonight after work.
Its still doing this.  Only on one of my campaigns, not sure if its in the character sheet or something.

Joining in to say that Mark R.'s suggestion worked for me - but I would still prefer an actual fix to the problem. The dragged macro buttons have never loaded automatically for me after logging out. But toggling the in-bar buttons worked just fine.
