Invisibility Layer

What I want is a new layer that is a mixture of the GM layer and the Token Layer. It would act as a GM Layer to the point where everything on it is invisible to everyone but the GM. The difference is that when a player has control of a token on said layer they can control it as if it were a token, but other players cant see him, and he cant see other invisible layered things.  Also characters marked with a setting "See Invisibility" would make it easy for people with the See Invisibility spell can see all tokens on that layer. GM layer would still be there for exceptions and traps.
I'm all for making things invisible.
