In the meantime, Players in the campaigns of Pro subscriber GM's, can trigger FX using the macro /fx commands (but they lack the FX toolbar control that the GM says, as your suggestion asks to change). There are some limitations to the /fx effects (you can't hold your mouse button to make them last longer like the toolbar fx). Other than that it's the same choices of effects. Also, targeting can work differently, because some Effects only work "on" tokens that you can select. If the Player can only select their OWN token then they can only make an explosion on themself. Here is one example that can be used for testing, this gives the maximum access to /fx commands. Make this as a Macro and enable visibility to All Players. This first macro gives you the nearest approximation of the Toolbar, because this method gives you every effect-shape and every effect-color, in drop down menus.
