Cannot upload images to Handouts

Since this morning I can't seem to upload images to Handouts. The green progress bar maxes out and then just sits there. No image gets attached. BTW, this is on the Dev Server in Chrome or Firefox.

What is the size of the image? 

Please check your Art Library Manager to make sure it is not there. It might have finished but failed to notify you.

92 kb and it isn't in my art library either. I'm trying to add it directly to a handout where it asks you to drop or browse for a file. I'm assuming that this area can be used for images (similar to character sheets) or am I mistaken?

BTW, I've tried other images as well (not just this one) and I get the same behaviour.

I have confirmed, it is not working. Ill let the Devs know.
