creating individual hex tiles?

I'm a newbie trying to figure out how to create individual hex tiles of different types (grass, forest, mountains, etc) on the map I am creating. I changed the page settings to a hex grid, and tried adding background "grass" images from the art library to the Map / Background Layer, but it doesn't fill an individual tile. The image is larger than the tiles and are square instead of hex shaped. Even when I tried adding images that were in a hex shape, they didn't fill a whole hex tile completely. Is there a way to create Hex Tiles like this in Roll20 or do I need to create map images elsewhere and import them into Roll20 as images? Thanks!
