Fog of War not to automatically cover all page on activation from page

When I turn up FoW from the page I'm working on (by using the hide tool) it asks me if I want to activate FoW but then proceeds to cover everything. If I use it from the page, I only want to cover a small part, not everything in my sometimes massive maps. It would be really great if this could be changed so when already about to use the Hide Areas tool, it would leave everything black and just have the feature activated.
