Towering high above the landscape of the Outer Sphere stands the plane of Heaven, the domain of the archons and the bulwark of enlightened order. A realm of law and good, its natives see little to distinguish the two concepts: order is good, and good is order, while both chaos and evil are a perversion of the proper nature of the cosmos. Archons build fortresses along the slops of Heaven's mountain that display lovely symmetry and solid construction befitting archons’ disciplined natures. Such heavenly castles shine as though constructed the day before but have the solidity of structures that have stood for untold millennia. Surrounding their grand structures stretch cultivated farmlands, tidy little towns, and orderly cities. Theologians claim that Heaven is divided into seven regions— or tiers— with each tier collectively overseen by some combination of powerful archons, lawful angels, and empyreal lords. The exact details of the hierarchies of Heaven remain hidden from mortal scholars, though, save for the first tier, which is generally agreed to be the empyreal lord Ragathiel’s domain. Ragathion At the base of the mountain of Heaven, the plane meets the chaos of the Maelstorm. The massive border presents the greatest opportunity for an incursion into the plane, and as such is the most heavily fortified. In particular, it is the home of Ragathiel’s Fortress, a magnificent steel structure designed to withstand a thousand-year siege if need be. Lesser fortresses dot the gently sloping plains of Ragathion, and celestial war camps often spring up as Heaven's army prepares a counter-incursion.
