Trying to Make Forgotten Realms Campaign, but I can't find the proper location, please help

I'm trying to make a campaign which is set around a war between two lords that has ravished the countryside due to a long bitter war. I want to set it in the forgotten realms, but I have yet to find a location that in the world that consists of two houses next to each other that don't live in the same city (like westgate or waterdeep). So far all the cities in the world seem to be controlled by merchant councils, a happy little collection of lords all fighting for the greater good, or the place is so fucked up I can't possible make any sense out of it
You could use Cormyr and Sembia. Two borderland lords feuding despite threats of censure by the nation's rulers

That would work, but the ruler of Cormyr is such a high profile character that I can't do anything to make him fit in the story, though I could make it so that the rules of those areas die of old age, their sons step in, then they get into conflict. Though it would be easier if I has a less fleshed out area to work with, but I like the suggestion Actually, after thinking about it, this could work if I make the circumstances just right I'm going to make it a full national conflict started from Sembian greed and Cormyr honor
