Can tokens you have purchased from the Marketplace also be downloaded to your computer?  If so, how do you do it?

You sure can! Click on Marketplace tab at the top of the page, go to Your Purchase, and then select the token pack. Once in its page there will be a "Download Complete Set" button.

Unless the artist chose not to have the asset downloadable but only usable on roll20 then it will state that.
