Can I use my own System?

I am currently working on a table top rpg, and was wondering if roll 20 would let me test my system out for bugs. some advice would be appreciated.

Roll20 is agnostic to the game being played. Games with a larger following tend to have more community contributed support (character sheets, API scripts, etc), but at its heart, Roll20 is no different than sitting down to a table with friends for almost any sort of game.

The tools actually enhance the experience I would have compared to if I just tried to do everything by sitting down and writing.  As long as you don't mind fiddling with macros and attributes you should have little issue testing out your system. And if you do, there's always the Forums ;)
My systems work on a scale of level 0 to level 1000. Its how I make sure my attributes work...I want to make monster player based campaigns in my underworld based theme I was working out a racial class system to evolve one part of the characters and a simple class system that makes multiclassing fun and exciting...

If you want advice on how to test it, though, then why not try the Looking for Groups subforum? You could address what you think are the best parts about your system to persuade people to help you test it in hopes that they could get to enjoy the perfected product in the future. I haven't used it myself since I just recently picked this up, but I'm sure that it's active enough.

A good suggestion, but be sure to follow our code of conduct. Looking for players for your home brew is totally fine, but the public forum is not the place for designing your game. I recommend inviting interested parties to a game forum for game mechanics discussion. Happy Rolling!
im not trying to recruit people but I thought this was a game forum since it said creative section...

The forum is for specific use in regards to Roll20, you won't get much valid information here about building your own RPG. I would recommend searching Reddit and Facebook for relevant groups and forums.
