All Players See Light Not Working

I am having trouble with the "All Players See Light" box not working. It seems to have no effect on my tokens. Each player can only see their own lighting regardless of the amount of tokens with the box checked. Fog of War is disabled, Enforce Line of Sight is enabled, and every token on the map is emitting light with the "All Players See Light" box checked, and yet the when I enter as a player or test the lighting with ctrl+L the tokens cannot see any light other than their own.

Ctr+L only does that specific token. So if a player controls 10 tokens, you see the view from one token not all 10. To check the view the other way, rejoin as a player.
The light-source has to be on the Token or Dynamic Lighting layers else light is not visible.  Not sure if this is your issue.

Can you post a view of your map from the dynamic lighting layer?  That might help use get a context for what you might be seeing.
The first shot is my Dynamic Lighting Layer. The second is showing the the options I have selected for the Han Solo Token. The third is me joined as the lion head token. I am curious why I am not able to see the lighting from the Han Solo Token.

You have Enforce Line of Sight on, so the dynamic lighting lines of the tower are blocking it.  If you turn off all the other light sources, I bet you'd see the light shining around the edges of the tower where your token has visibility.  Probably if you turn off enforce line of sight, you would also see it, but I haven't played with that setting in a long time...
It looks like you have global illumination active on this map as well.  You are expecting to see lights, but what you are seeing is the Line of Sight of the Lions head token you have selected.
