Proposed Laws for the Marches (in other words a Topic to discuss where we want the kingdom to go) ;-)

I thought of doing this earlier this week in order to have a place to propose various laws and our constitution or whatever it is we plan on having. So I can't remember what exactly our form of government is... sort of a combination Constitutional Monarchy (if we look at the small council as the parliament) or an Oligarchy since our country is technically ruled by a small group of people - without the corruption that is usually in inherent in an oligarchy. Reading about Monarchies, the King is usually a permanent position though I guess we can still call this position King Elector.  We need to discuss how long the temporary reign of the King will be and the process of electing the new King. Proposed Laws so that we can start enforcing them. I will post my ideas in a separate posts when I think of them. 
First... laws I think we should implement... One on Treason and Sedition since we have Agmund already disgruntled because I'm a halfbreed (well, technically a quarterbreed or maybe even less depending if the Medvyed family has had 'relations' with the fey in the past) and fomenting discord about my ability to rule. So due to that we need to put into place a set of laws about discrimination based on race, something along the lines that all races be they of an intelligent bent should have equal protection under the law of the land. That no race shall be denied a position of authority based on his or her race alone. Something along those lines. And while we are at it, probably a law based on sexual discrimination as well as since I was reading about House Medvyed and found that women are not allowed to be the head of the House. So, if it is similar in the other Houses, perhaps Rebekah would not even be eligible to become the ruler. There should be something about Banditry since that was our original charter. And something protecting inhabitants of the land... be they fey, dwarf, elf, orc, etc stating that if an inhabitant was there first they have the right of the land (in regards to the recent altercation between lumberjacks and Meliasne). Of course, until we actually claim the hex, we can't really enforce that law, but by putting it out there at least the citizens will know that we will protect the rights of the ... 'indigenous' people if/when we do claim their hexes. So I guess we should start establishing laws regarding mining/lumber/fishing/etc about what people can and cannot do and how things are bought and sold... Jer - do we need to get so detailed as that or can we just make something up? LOL Also, I would like there to be one day a month (when we are all in the capital) for a public hearing of grievances of the common folk. Whether they speak directly to the King or if they give their complaints or request to Svetlana as the Councillor and she brings them to our attention... we need to be able to show we are listening to our people. to be continued. 
In ref to the tenure of the King. I think five years (was going to say four but that just because I was thinking of our current system of government)... Two years seems too short, three might be acceptable. Unless something comes up where we need a vote sooner than the end of the current reign. I think each member of the council should have an equal vote. If we want to keep it to Player Characters only can vote, fine by me. Though I think everyone on the council should get a vote to make it interesting.. .and possible even more interesting since we are sort of like a democratic constitutional monarchy oligarchy, we might even have national elections where the citizens... if they want to can vote and their combined vote will count as one vote. Whatever the case, in the event of a tie vote, I suggest that it be considered that the incumbent remain in power for the next term of office.  On that note, since my sister is coming south, I propose that she be designated my heir since she is of noble blood (since the populace and npc members of the council and members of the Houses up north did like me wanting to appoint a commoner as my heir lol). Again, she would only take up my office until either an election was scheduled... or until my term in office would naturally end whereupon she would step down.
None of the other houses have a no-female clause.  Although, "technically", R383K4H has no gender, just a female shaped chassis.
Actually, much of Brevoy's nobility prefer a Primogeniture structure when handing down titles and claims. While I have not found anything that expressly says women may not inherit, most heir are indeed the eldest sons. Situations in which eldest daughters rule tend to be when an eldest son is lacking, and typically ends when she marries and her husband takes over.
Yep that's what I though I read somewhere... that the Houses generally do not let women rule. I believe the only exception to a current ruler being female is Saronna of House Lebeda whose husband died. House Garess has appointed the dwarf, Toval, as his heir since all of his blood sons died. He does have a daughter-in-law that is living who has a son. House Lodovka Lord Kozek has an elder sister who is not ruling. Of course there could be a reason for this other than the Primogeniture structure Jeremiah referenced. I don't know where I read it but it was a Kingmaker related site. Of course again, that might just one person's take on how he's running his campaign... but then again... it might have been a paizo related site.. I'll try to track it down.

Likewise Max, I found a site that allegedly gives the spouses and children of the House Lords and well... if it is a true source then I should be calling you Cousin R383K4H as my aunt is married to Lord Poul. lol&nbsp;
I think the laws concerning races proposed should also include their responsibility to follow the laws (respecting others) in order to have such protections as the laws allow. Responsibility required to gain benefit.
