Kinda sorta in a sense for DMs. DMs have to follow the basic math of the game (If you make a level 4 monster it should not have an AC of 40) but are free to make up their own stories, adventures and monsters within reason. Players are not allowed homebrewed material unless it is awarded to them by a DM (and then follows the general power guidelines etc etc) 3. The process is simple. Play some, get to know people, be active in chat. After you have been around for a few levels of play you can ask Matt to be given trial status so you can build your adventure in the campaign. Matt brings it to the DMs and if some of us know who you are and none of us have any objections you are given free reign and guild resources to build a trial adventure. You then run the trial at a time where at least 1 GM can play (GM not DM), they evaluate the adventure to see how close it fits what we are aiming for in a DM and then if you pass you get a pat on the back and officially made DM. Edit: On a related note I don't even see you as having characters on the census. You should probably fix that at some point as DMs get held to a slightly higher standard than players for having their ducks in a row.
