Looking for an artist

HI ! I'm a DM and a player on World of darkness. I am currently preparing a world completely homemade. I'm plannng on creating everything on my island, from place of interest to NPC's.  A friend of mine is doing me the map, I'm doing the NPC's but I would need someone to help me with NPC's pictures to show to players. Perosnalized picture with, for some, a specific uniform, police for example, with my home made  police departement name on arm. Modern setting.  I'M planning to DM paid game when my world will be completely done, but I need help on that at a good price, because i'm not rich. Maybe a partnership or something like this. I want to create something cool and usable for many games. You could replay different game and seem different NPC's/story all around city. 

Are you looking for hand drawn or drawn using a computer based drawing package?

I'm looking for something that could be good looking, no preference for now, I would have to see examples. Probably computer, wich would be faster ? 

by hand for me, i dont really use art software,  what size would the image need to be at finish?

Well, what I'm planning to do is put the image in the character sheet and show it to the player. So something acceptable tu correctly see the person.
