I need some clarification on how the Vault works.

Ok, so can I really not export any of my characters from one game I DM to another on a free account? I just want to be able to have a different game made for each dungeon my group's a part of, and be able to not have to spend hours recreating each character and NPC. Is there any advice or a way to go about this where I can keep the characters throughout my campaign?

You are correct. With a Free Account, the only vault access to your games is based on your individual player's subscription levels. If a Pro user is a player in your game, then they will be able to use the Character Vault to export a character and import it to other places. It may also be worth mentioning that if you own a Module with the All-Access Vault enabled, anyone can export Characters from their Vault into Games started with that Module. As such, Free users can easily Vault their own Characters between Games that are equipped with a Vault-enabled Module.
One thing you could do is simply copy the campaign. Under the campaign settings, you'll find the option to Copy Campaign. As long as you check "Players and Player Settings" as well as "Journal" your characters should copy over to the new campaign. I would probably just copy everything, and then delete what you don't need.
