I'm trying to get the following picture to upload as the cover photo for the game. How could I fix this issue? All that happens when I try now is the loading bar appears but it fails to load.

Make sure the image you are trying to upload is under 5megs in size and is a jpg or a png format.

jpeg will not work, but jpg will; png always works best for me.
