Applying for commissar will require a personal reference from another GM or good argument of some kind. A GM on Verghast constitutes a reference.
No priests, psychers, orgryns, ratlings, these instead will be represented by different choices of xp point expenditure in talents and skills. So in game terms this will mean, a priest is replaced by a particularly religious guardsman, a ratling is replaced by a sharpshooter guardsman, a orgryn is replaced by a strong guardsman. Psychers will be unsanctioned and thus have to hide their abilities from an ever watchful and ever paranoid society.
