Always show Radial Bubble option or show when GM has token selected

Hello, Currently I am encountering the issue that I would like to visually show how much damage my players have done to a creature, but I do not want to show them how much of the creature's HP they've taken off. I like the radial bubbles; I'd really like to show damage done in the red radial bubble. In the best case scenario, I'd like to have the option for radial bubbles to show up when these conditions are true: 1. the creature is visible to the player (aka revealed through fog of war and line of sight) 2. as GM I have the token selected 3. and if a radial bubble has a value in the current value field but not in the max value field
