You buy skills with XP points between sessions and during character creation. Look at your career path's advance list to see how much XP they cost. You need to spend a certain amount of XP to rank up in your career path, and your rank determines which skills (and talents) you can buy. Skills all use characteristics, so which are important depends on which skills you take and what type of character you want to play.
