Tomb of Annihilation bundle question: Sharing content with GM

If a player owns purchased content and a GM(1) has a subscription, does the player need to also be a GM for the GM(1) to be able to use the content?

The creator of the Game has to be the purchaser as modules have to be used as the base setting of the game. A player can be promoted to be a co-GM and have access to the content in the game. For subscription benefits, the game creator has to be a subscriber for everyone in the game to affect by most of the benefits otherwise the subscription benefits only apply to the player.
as said above best use case is the creator should own everything and be the supporter.
