So if a sheet have a repeating section for skills, and have a default value, making a new skill would have that value.

But If there have not earlier been a default value and I place one now, what happens then? Does it affect people's current char sheets and their value, e.g. setting all values to the new default value, or just for new skills if someone makes one after the update?

Searching the web I couldn't find any references to this html-thing, but even if I did, I couldn't trust it if Roll20 have some own ways of storing/updating values.
Guess I could make a test attribute value for this in one of my sheets, and see what happens, but that would take like two weeks to get the results.

It will set an attribute to the new default value if it hasn't been changed previously. If it has been changed at some point by user intervention or sheet worker, the new default will have no effect.
