Why should a neophyte with a high PP have a chance against a swordmaster?

"(the guy with just the w.p. and a decent P.P. might have a chance against a sword master with a decent P.P.)" Doesn't make sense to me (not that I plan on complaining).
Ideally the  sword master has thier martial arts bonus to strike and parry (Zanji shinjinken at 5th level lets say)((so +2 to strike at 1stlvl,+2 to parry at 2nd then +1 to strike at 4th,. So +3strike,+2parry) (and lets say both opponents are 5th level and have a p.p. of 24. The martial artist would have: (+5 to strike,parry, and dodge from p.p.)(+3 to strike and +2 to parry form Zanji)(+1strike and parry at first and 3rd from the w.p. sword) +10 to strike and +9 to parry. Where as the non specailised fighter would have:(+5 to strike,parry, and dodge from p.p.)(+1strike and parry at first and 3rd from the w.p. sword)so a +7 to strike and a +7 to parry. Sure the 1d20 can mitigate a lot  but if both rolled 16's the martial artist wins every time.
its a simple thing but can make a huge difference in a fight
