Editing Monsters

Is it me or almost every monster in a monster manual like level ten and up? All the ones worth looking at anyway... Why do monsters have to look lame till your like level 8? So I was wondering is it just me or does it make sense to edit a monsters stats so low level people can fight them?
Not really sure which Monster manual you are talking about but there are a lot of good low-level monsters. From trolls to lycanthropes, wraiths and undeads there are a shit ton of awesome monster for the beginning levels.
Hmm okay wraiths and skeletons are cool and I was looking at a Pathfinder monster manuel.

I don't think my characters have ever fought a dragon, simply because the interesting dragons are too high a level. You can downgrade monsters, but you can also reflavor them. I wanted my players to fight a dragon, but not a baby one, so I took a baby one and reflavored it as an injured older one. Orcs can easily become demons or elementals, or anything you want.
Ah okay I was wondering if I was the only one willing to do this.
