Question: How do I create character sheets without creating GM game?

Lets say I want to create a character sheet as I search for game (in this case Pathfinder), so when I find one I'm able to transfer character sheet right away.

Anyone can create a game and make characters, but ultimately it will be up to the GM of a game whether they will allow players to import their own characters.  Some GM's may have a "zero" session used for character creation, backstory, question/answer, etc.  Other's may have pre-generated characters that you can pick from.  I would go ahead and create your own game and make some characters to learn the sheet.  If a GM allows it, you can use the character vault to back up your character and import into their game.
