Is there a way to get these token on top?

In a game I DM many of my players are in control of multiple tokens including things like mounts, vehicles, familiars, summons as well as token's I use to produce light when they are carrying a torch or using a light producing spell. I'm not sure if I just never noticed this problem before now or if it happened in an update in the last few months but some of those tokens just refuse to be on top of one another no matter how much I played around with grouping and the  "to font" and "to back" buttons.  So finally after multiple sessions of this causing issues I decided to play around with all the token settings to see if I could figure out what was causing this. As it turns out any token that does not have the "has sight" option enabled would always appear underneath any tokens that do. Now for things like mounts and vehicles this streamlines things as they will automatically appear underneath. But certain tokens, especially the ones I use for torches, would be much easier to use if they appear on top. One work around I found was to enable the "has sight" option on these tokens and then limit the angles of their sight to 0 degrees. However this allowed the players to see the tokens wherever they were regardless of line of sight so in certain situations it caused problems. Is there any way to get put sightless tokens in front? Note: The reason I use tokens to represent torches is because many of my players also have dark vision and you can only set one "emits lighting" at a time.
Nathan H., I have been completely stumped by why some tokens would not rise to the top -- you have solved that puzzle for me!  Unfortunately I don't have a way to solve yours.  I have dealt with the lighting system differently.  Rather than torch tokens, I have a lighting macro as a token action, but it works by calling the Torch API which is only available to Pro users.

I usually put my lighting tokens on the Dynamic Lighting layer. That makes them easy to select and manipulate later and the icon doesn’t show up to players or when not on the DL layer as a GM. I use good sized tokens that represent the type of light (moon for dim far reaching, torch for normal, etc). I create characters for each type of light to make dragging them in fast and easy.
