Question about Mordenkainen's Tome of Foes Roll20 Marketplace product

Does this come with a PDF of the book's non-statistical text as well as the stat-blocked creatures or not? Also, are the tokens that it comes with the circular kind of token, or the overhead-view kind?

If it is like all the other 5e Compendium Expansions (and there's no reason to believe it will be any different), it will not come with the PDF, it will instead come with the hyperlinked and searchable compendium containing all the contents of the book in an easily accessed format.  The Tokens will be of the portrait pog style, a round graphic picture from the front.
