Why can't you add markers to tokens when they're on 'Is drawing'?

If a tokens set to not drawing you have a menu with the health bars and an option to add markers pop up. This doesnt work when theyre on 'is drawing'

The intent of “is drawing” is to remove all the UI elements from a graphic so it’s “just a drawing.”  If you need the UI elements (bars, bubbles, statusmarkers, etc) you’d need to leave it as a token.  If you’re changing it to “is drawing” to keep it from snapping to the grid, try holding alt when you position it.
