I want to avoid the "Choose a level to cast?" Prompt every time I cast a spell. How can I skip that and just force it to cast at 2nd level every time? (Tiefling's Hellish Rebuke)
This sounds like a D&D 5e OGL sheet issue. If you look at the spell details of your sheet, you'll see a bit starting with " HIGHER LVL CASTING DMG" . Delete number next to it, and make sure the drop-down is set to "NONE". This will prevent it from prompting you for a higher level cast.
