Spell Attack modifier?

I have an NPC whose spell attack is not being calculated correctly (5th edition D&D) On a side note the enties for spellcasting NPC's don't seem to do anything. Or a least I can't figure out if they do anything. See below. Could someone explain how the above NPC spell-casting stats work, because they don't seem to be factoring into the attack numbers. And they don't seem to be tied into the data in the "Abilities" tab.

Yep. That worked. Thank you. As per the other question. I don't know what these check boxes are for. What is a "Global Magic Attack Modifier"?
So if the character has an item that would boost its spellcasting modifier above the normal level (or it just has a higher modifier for some reason) you would put that additional value in these two fields (Global Magic Attack Modifier and Spell Save DC Mod). These values would then be added on top of the calculated value.
