Panning map, tokens pan too

I'm pretty new to Roll20, though not to D&D, started playing in 1984, but this is my first foray on here as a DM. A big issue I am having is when I pan my dungeon map around, the tokens I have placed for characters and monsters remaining fixed in place, meaning they are constantly going into walls and places I do not want them to be. I have a large custom map I drew and scanned, wondering is there a way to get the characters / monsters to stay fixed in the rooms I am putting them. Very hard to lay a dungeon out with monsters, furniture, etc, when that happens. Note: I tried assigning stuff like furniture, fireplaces, etc, to map/background level, but they still do the same thing. I run my first game in a week and would love to get everything sorted beforehand. Any help is appreciated :)

Are you planning the map by moving the map on the map layer?  If you use the pan tool (hover the arrow tool for a popup) or the scroll bars, that shouldn’t happen. 
My mistake, it is not when I pan, it is when I am using select/move - but it is still a problem - I need to move the map around, and I don't want tokens and back ground stuff to come with it. I am definitely moving it with Map/Background selected

I'm having a hard time understanding what it is you are trying to do.  (Probably not enough coffee in my system yet!)  Is it: "Look at another part of the map" -- the map and everything on it move about.  The digital analogue to moving your eyes across the table to look at another place. "Move the player's view to a part of the map" -- the players views all shift to a particular spot on the map.  The digital analogue of pointing to the map and saying "hey guys, look here!" "Shifting just the map about" -- the map moves around and everything on it stays where it was. The digital analog of pulling the table cloth out from under the dishes and flowers.
It is 3 - sorry if I didn't explain it well. I want to move the map but have the items I place, remain on the map where I place them, not go with it. Took a couple of screenshots - the characters and orcs are on token layer, the table, fire, etc, are on map layer. I have selected map/background layer and then select/move. Assume the adventurers flee the room out of the north passageway, so I scroll the map up (I realise I would need to re-position the characters). .  But this is what happens: The items which I set to background don't stay put (or rather they do!) in the room the adventurers just left... Is there something I'm missing here..? Is there a way to lock these 'hard-wired' furnishing to a location on the map, without actually drawing them onto the map?

If the PCs are fleeing, shouldn't the PC's be what moves and not the map? The way Roll20 works is to create a page large enough for the entire map and place it and your dungeon dressing on the map layer. PCs and NPCs / monsters go on the Token Layer (or GM layer if you are hiding them). You move around the map either with the pan tool, scroll wheel, or by right-click dragging.
Only a small portion of my map fits on to the page, so I have to move it to reveal more of it. I prefer to draw my own maps and scan them. I'm kind of old school, and as I say very new to running a game on Roll20.

You can change the size of the Page to accommodate your large map by clicking the Page Settings gear in the Page Toolbar:&nbsp; <a href="https://wiki.roll20.net/Page_Settings" rel="nofollow">https://wiki.roll20.net/Page_Settings</a>
