The vision rules in the compendium are outdated. As per the 2016 errata , they should read: Vision and Light (p. 183). A heavily
obscured area doesn’t blind you, but you
are effectively blinded when you try to see
something obscured by it
The compendium can only contain information as released in the 5e SRD which still states: A heavily obscured area—such as darkness, opaque fog, or dense foliage—blocks vision entirely. A creature effectively suffers from the blinded condition (see appendix A) when trying to see something in that area. If it is any consolation you are right though and the Players Hand Book version of that rule should reflect the errata, which is does now :) Thanks for flagging.
