For some reason only GM can select targets and roll the dice during combat; when players try it, nothing happens. Is this a bug or is it supposed to be that way?

It doesnt look like its supposed to be that way. It's not clear to me why there's a problem, the attack macro (for ranged weapons anyway, which is the one I tested), seems fine.
