I'm curious, if I was to subscribe to a "premium account" would other users which were promoted to "DM status" within my campaign be able to make use of editor features such as Dynamic Lighting?

Yes, with a caveat. There are certain features only accessible to the campaign owner (I believe editing/adding API scripts is one of them). However, GM powers enabled by Supporter/Mentor access (such as Dynamic Lightning) are enabled for all GMs in the campaign.
