They appear on both Gridded and Gridless levels.

This is a known issue with the HTML canvas. The devs are aware of it but have not given an ETA on a fix yet.

I believe they render differently on different browsers. IIRC, Chrome is less likely to display them than Firefox. I don't believe this is solely a Roll20 issue.
