Need help with a concept

Hi! I'm planning on doing a game and I have an idea, a basic idea, where the player would go, for example, to the movies and when he leaves, with the other persons, everyone disappeared, except them. I'm trying to find something to make it interesting and alive, any suggestions? It'S for a game that would length at least a couple of games. I also want a way to prevent the players to just have anything they want, so I was thinking, maybe, of phase with everyone missing, and phase where everyone is there, and a link where what you do when everyone is missing got consequences (example if you take money somewhere, it will be reported stolen and you might be arrested, I don't know) Thanks!!!  I'm open to any ideas
